Making covers with sandwich PUL

I have some sandwich PUL that I would like to use to make covers. I've noticed on some covers that I bought there are two layers of the sandwich PUL in the front of the diaper (like the swaddlebees ABC cover). Why do people do this? Is it necessary to have this extra layer of sandwich PUL?

It's not necessary, but I think what you are referring to is reinforcement facing for the fasteners. I know when I make snap diapers I like to have facings so the snaps don't pull through a single layer of fabric. I suppose for hook-and-loop it would be nice as well.
