Okay...personally I think a gift card is best. I remember when my brother was that age (I know, not a girl but 13 is hard no matter what) I got him a Best Buy gift card for Christmas ($20 I think) and he said it was the best gift he got that year.
I'd find out her favorite store and get a decently sized gift card for there.
And you can't go wrong with chocolate

13 is a difficult transitional age... some girls are still 'litle girly' and some are full blown teenager. Do you know what your cousin likes?
Summer is coming, would she like a beach towel? something for the pool? Can you call her mom and see if she needs new flipflops?
Would she enjoy a journal and pen set? Craft string to make those bracelet thingys?

Thirteen year olds can have as varied tastes as adults. So the question isn't 'what are thirteen year olds into these days' but 'what is this specific person into these days'. A gift card to target would probably be ok as long as there is a target near where they live. You could call the girls mom and ask her what your cousin likes lately.

All awesome ideas! Thanks ladies! I can't call her mom, she's my cousin's ex wife...and we dont talk to her. We only see the 13 year old once in a blue moon..so I dont really know her as a big girl. I'm thinking GC of $20 and then some flip flops( my mom is getting her a beach towel and my other aunt is getting her a swim suit) so flip flops would go with that!
THank you all so much! I had no clue what to get her!

Mom and I ended up getting 2 $20 gift cards to Target, my brother and SIL gave her $20 cash, she got a bathing suit and towel, charm bracelet with "sweet 13" on it, another charm, watch, and necklace. And great grandparents gave her a pretty decent sized jewelry 'box' for it to all go in, oh! and a wallet (she was SUPER excited to put her $$ in there! LOL
It's so hard to know what a girl this age wants...as someone said before me, she's a girly girly one minute and a teenager the next. My DD is 8...oye. I guess I'm next! LOL
