Going near the potty or after sitting

My nearly 16 month old has been potty learning since about 12 months. She has some near perfect days and many not so much. Lately though she will do things like tell me she needs to go and sit and sit and nothing. Then when I take her off (to put the 2 year old I Nanny for on to go) she will squat and go on the floor before I can catch her. She's done several different variations of going near the potty either randomly or after sitting both pee and poop. She absolutely knows when she needs to go and is good about telling me most of the time. Is this a normal bump in early PL? Oh she is almost always naked or in panties but occassionaly in cloth or disposable gdiapers, none of which seems to matter to her.

oh wow I am having the same bump. DD was great ECing as a baby. I didn't ever reach full time due to our schedule and me not worrying about pees, but she was perfect with poos. Now at 16 months, she will refuse to use the toilet. She sits on it, wiggles around, whines and gets off...only to go into another room and squat. I've tried leaving the bathroom in case she wants privacy, I've tried waiting until the last minute and running her in there (she then holds the rest).

Basically we're at the point where I was just going to get some gdiapers and live with it until maybe 2/2.5yrs.
