Foldover-elastic question (for use on covers)

I'm using the New Conceptions quick wrap pattern which I really like. The added gussets and sizing variety are awesome.
However, I'm running into some trouble with the FOE. Even if I pull it really hard (or at least I think so), the legs aren't that snug. I'm using a triple zig-zag stitch as recommended by the lady who invented the Chloes Toes pattern.... Any advice?

I'm using PUL and soft plush 1 inch FOE from kidsinthegarden.

It's only supposed to gather on the gusset.

When I made my covers I would pull the pul as well as the foe. It didn't look like it would be snug when I was done but once I put it on DD it works great. Good luck!
