Tricycles - Pedals or no pedals?

I would like to get DD (25mo) a balance bike, but she isn't quite ready to hold up bike on her own. So, I think a tricycle might be a better option.
Because we would like to later progress to a balance bike, does it make sense to get a trike without pedals?
Now that I'm writing out my question, it seems pretty obvious, but I would still like to hear some of your opinions and stories about what you have done.

We got my DD a balance bike for her second birthday and a few months later our neighbour gave us her DDs old trike. DD used the trike mostly that summer (2-2.5), then in the winter she started riding the balance bike inside. Part of the problem with the bike was it was too tall for her. She had no trouble doing both.

Anyways I would go for a trike with peddles, that way your DD will learn how to peddle, and to use a balance bike.

We just bought DS a tricycle (23 months). I figure the first step to riding a bike is leaning to pedal, so I don't see why you'd get one without them?

We got him the radio flyer one that we can steer with the parent handle at the back, I LOVE it. He can just reach the pedals, and he's starting to figure out how they work. What's nice is that when he gets tired on one of our walks, he can just rest his feet on the pedals - the front wheel can turn independantly It's also helping him learn to steer - I give a gently nudge on my handle and say "turn" and he does the rest.

We have trikes with pedals, my kids just pushed themselves around until they got to pedal-ready stage. I've heard really good things about balance bikes, though. I'd be tempted to get one if we were back in the toddler-wheels market
