Could you please tell me her waist measurement? I want to make a tutu for my cousin's daughter, and I don't know how big to make it. Thanks!

A pattern for some 18 month shorts I just made required a 21.5" piece of elastic.

Hang on, I'm an idiot. Okay, circo 18month pants are cut so the fabric is 20" and the relaxed elastic is 17"

It did not say, so I measured it unstretched, and then just adjusted it so that it fit DD, who is skinny. I probably took off about 2.5" from the elastic, including the seam allowance.
