My son's latest favourite is Ballet Shoes (with Emma Watson, I think it was BBC? Not sure). I have had to explain poverty a few times.
Cars
Ratatouille (I was worried about the kitchen scenes and rat poison and stuff but he loves it)
Sword in the Stone

For just DVDs in general:
BBC Earth
PMK - the entire series
Mr. Rogers
Harold and the Purple Crayon
Old school superheros - like the 1968 superman; we watch online

He finds Mary Poppins scary.

My kids like Winnie the Pooh movies and we also have Netflix and got some of the original Sesame Street videos which are a hoot.

There's a British cartoon series called "Kipper" about a dog and his friends that's very cute and sweet. I know you can get it on Netflix, not sure if it's the sort of thing the library would have.

We have seen several Reading Rainbow videos from the library and those are short and fun.

Maybe my kids are sensitive to drama, but I've noticed a lot of movies already recommended here were very scary to my kids at that age.

I agree. OP, http://www.commonsensemedia.org/ is a great site to check out what age they recommend for movies. They were very "on" for media-sensitive DS.
