I went in on Friday for my 7DPO progesterone test (based on a CD17 ovulation). I called for the results today, and they look not so good. The nurse said they were an 8.4. From what I understand over 15 is normal. Does this mean I likely didn't ovulate? Or that I ovulated but don't have sufficient progesterone afterward? Or is there any way to tell the difference?

anything over about 4 or so says that you ovulated. they like to see 10 unless you were on fertility drugs, then they like about 15. but really 8.4 is not that bad, you certainly ovulated, that is basically a sure thing at that level
the more important thing here is that your progesterone is really hard to get a good test of and it spikes and drops throughout the day. so a single low test really does not mean anything. the best way to know if you have low progesterone issues is based on your cycles and symptoms. if you are not having symptoms you are most likely totally fine.
so do you chart? that way you can tell how long the second half of your cycles is, the part that is ruled by progesterone.
Do you spot often? some ladies spot a day or so before AF and that is really normal, some ladies spot way way more and that may be a sign of progesterone issues.
let us know a bit more about your cycle and story and we can do our best to help understand things.
