If it is a grown man then odds are he just has a short foreskin. As long as it replaces easily if he wants it to then it isnt an issue. If it dosnt then he could run into major problems with paraphimosis where the foreskin gets stuck behind the glans and requires intervention to fix. If this is a infant or child we are talking about it would be extremely unusual for this to happen. And the parents would need to be hyper vigilant in making sure that it didnt get suck behind the glans by gently replacing it when it was found retracted.
