fix for a problem chalkboard

We got a used easel with a green chalkboard on one side. Most of the chalkboard won't take the chalk. It is feels like it is too slick--the chalk kind of slides over it without leaving much of a mark. Is anyone familiar with this problem and, even better, know the fix?

Our easel originally had a green chalkboard on one side, we repainted it with chalkboard paint. It's not outstanding, but is a lot better than it was!

Any craft store or Home Depot or Lowes our Ace has it too. I love the stuff.
