I gave my boss a flex time proposal and it was turned down. At first my boss was very positive about the idea and told me he would pass it up the chain of command. Then after about a week he told me he thought more about it and he works 50-60 hours a week and there must be something wrong if I think I can do my job in 32 hours and he wants me to be second in command (not sure what that means really) and to be trained to take over our department one day (I was aware of that). The thing is just the day before he told me he could do his job in 40 hours a week, but is use to getting up and coming in early!

Anyway the point is since that conversation yesterday he is acting really different towards me as if he doesn't trust me anymore or something. Should I say something to reassure him about my commitment to the job?

In addition we have talked many times about me taking over the department when he retires (5 years from now) but there has been no training of any kind. Should I ask for training?

Finally they tried to move a co-worker under my charge a year ago, however that co-worker freaked out and was super p*ssed off. From what I can tell he was angry because he has been here longer and I am a women (and yes I am sure it is somewhat because of gender based on the way this co-worker acts and things he says). So they ended up leaving him where he was and told him if he screws up again I am in charge. Now since that time they have told me many times they want me in charge of him, but they never do it. It is all talk. On one hand I don't want to be in charge of him because he does mess things up all the time or the other hand I do because it would be a good way to show that I am able to manage people and the entire capital project program. Now they say that they will make the change after this summer (our busy time), should I push to make it happen sooner? I feel like alot of this stuff is all talk and no action and it is frustrating.
