My terragon seedlings are dying. :(

I started a bunch of herbs from seeds. My terragon was doing great. Got up this morning and they are looking sickly. Kind of wilted, less vibrant green and thinner.

Is this a water issue? Or something else? Everything else still seems happy.

Don't have any advice but isn't tarragon propagated by cuttings?

The seeds are Russian tarragon, the plants (for eating) are French. Apparently the Russian is pretty flavourless so isn't meant for use on cooking.
