4 1/2 yr old Whines and Whines and Whines

My DH and I are going insane with all the whining from DS. It is non stop all day every day and has been going on for about a month now. I tell him repeatedly he needs to use his words correctly so I can understand him. Conversely he seems to have hit another big jump in his speech at school. He is speaking in longer sentences with bigger words and is getting more concepts. But he has made improvements in his speech many times like this and never had an issue like this. Any advice on how to deal with this???

My DS is almost 5 and when he does that I just turn to him and tell him that I can't understand him because when he talks in that winey voice my ears hurt and i can't help him if I can't hear him. He usually re phrases what he was asking for in a better voice. i think they get in the habit of using that voice and don't even notice it after a while. My nephew has a permanent whiny voice since no one except me seems to ask him to use his regular voice.

I found that if I responded to dd the first time she made a comment or request it helped her to not have to move to whining to get attention. Paying attention to the common tantrum triggers and preventing them also helped. I noticed that she mostly switched from tantrums to whining at around that age. I also tried as much as possible to respond to what she was trying to say as though she wasn't whining rather than calling attention to the tone of voice. She is 7 and hardly ever whines any more.
