At what point would you worry if your toddler wasn't running

DS started walking at 13 months old. He is 26 months old and still not truly running. It's more of a walking fast motion and he doesn't get very far "running" before he falls on his face. I have had our chiro adjust him a few times and that has helped a bit... because before we started the adjustments, he would do this thing where he was sort of running from the hip and he would sort of jut his right hip out as he "ran" (sorry, it's really hard to describe what he was doing... you'd really have to see a demonstration). Anyway, since getting adjusted, he's not doing the hip thing any more. But he's still not really running. I talked to our ped about it at his 2 year wbv. The ped wasn't overly worried, but said that he could refer us to a PT evaluation if I wanted it.
Well, I spoke to the PT over the phone and two things: 1) We can't afford the evaluation right now--even with insurance. and 2) the PT asked me to describe what he was doing and when I did she mentioned the possibility of flat feet and orthotics. I looked up flat feet in toddlers and every source I found says that toddlers are supposed to have flat feet and that children don't start really developing their arches until around the age of 5. So why would a PT say that flat feet is a possible problem in a 2 year old if it's really just normal development?

Well since that conversation and since we found out that we actually owed taxes instead of getting a refund, I have decided to put off an evaluation. But I'm wondering if any of you have had any experience with normal walking development, but late running development. And at what point would you be concerned about your dc not running?

Toddlers run funny.

The flat foot thing I think might be over pronation. Basically, his feet aren't supporting the weight of the legs evenly so they sort of bend in and cause his legs to bump into each other. Which makes him fall over more than expected. If it is that, orthotics will help, and the sooner he has them the faster they'll help.

I don't know if it is remotely possible to grow out of it because the only kid I've met with that problem got orthotics. Now, he got them between 2.5 and 3 and was done with them well before age 4 (based on seeing him at his 2nd, 3rd, and 4th birthdays ), so you probably have some time to save some money.
