Do you have anything showing proof of address for your new place? Like, do you have utilities set up there yet, or scheduled to be turned on there on a certain date, etc?

you have to move to your new place and be a bona fide resident of the new district first. then, enroll him in school. then, write a letter requesting a full evaluation for special education services. You can do the enrollment and the request simultaneously.

the system will have 65 business days to comply with your request, so in all likelihood, the testing will occur over the summer, and the meeting will be held the first week of school.

I doubt the district you are exiting will do anything in the next two weeks, so I wouldn't expend any energy there.
