Birthday gift ideas for dd turning 4

I am at a total loss of what to get this child for her bday coming up. She doesn't seem to have anyone thing that can guide me in what to get her. She happily plays with what ever is available but she very quickly tires of toys. I'd like to find something that maybe will last a bit in keeping her happy.

Hmmm... classic toys with good play value...

Lego? (if she likes it she could play with it for years)
Does she already have a bike that fits her?
Or maybe a scooter.
I don't know about your living situation but (since we're heading into summer) what about some outdoor toys - anything from swing set to inflatable pool to sports toys like ball hockey stuff, basketball net, etc.
Is there anything practical (clothing, etc) that she could use and would be excited about getting? For ex. my dd was super excited about a pair of tights she got for her 5th b-day.
Special set of dishes/cutlery/etc just for her (dd for xmas got a set of plates with cats on them that were a hit).
Board game (depends on her interests. Snakes and Ladders is a classic as is Candyland ), or set of kid-friendly playing cards (just today I saw "card holders" for kids like my dd who have trouble holding their cards in a fan shape).

She does have a bike someone gave her but its way to big for her (16"). She loves it but she can barely peddle the thing. New bike it is! Thanks for the suggestion!

lol, was just looking at bikes on walmarts site and she flipped when she saw this. She REALLY LIKES the baby doll seat because its just like moms bike

ETA: Bike ordered and even after the whopping $3 in shipping to home it was still cheaper then in the store plus I didn't have to spend $15 in gas to get someone to drive into the city to pick it up
