Our younger son retracted himself for the first time yesterday at 3y10m. He had a close call with a med student during an exam who said "OK, let's pull that back and check out his penis" I was very calm when I said "Oh, no you don't".
But now, we're two for two with both our sons being the ones to first retract. They both seemed really tight and the little one definitely 'balloons' when he pees.
