LTK hybrid cover question

I've made a bunch of these covers for my babe on the way, and I just want to make sure I'm following the directions correctly. In the short row section, you are supposed to knit for a certain number of inches-let's say for 5.5. Now, do I measure the 5.5 inches from the front, without the short rows, or the back, which is much longer? I was doing it from the front but now I'm not so sure that's right. Can someone help? Thanks...

it's the front, NOT over the short rows
