Can i ask for a small rule change?

Ok my Dd has some very minor developmental delays, basically some are from sensory issues and some are reflexes which her body did not grow out of.

IE: There is reflex that when baby moves it's arm it's head moves. My DD has not grown out of that and is now 7. she has been diagnosed with this (Although I forgot what it's called b/c we never did the therapy follow up b/c it was outrageously expensive ) It is very slight. I can see it and if I point it out to others they can see it but it is not really a huge problem in her life until now.

The town pool requires a deep water test for kids to go down slides and off diving boards. My DD can pass the test in almost every way. She can swim freestyle to the ladder, she can tread water for the one minute and she can backstroke, However when she she backstrokes b/c her body wiggles with the arm going over her head she can't stay in a straight line.
They will not pass her b/c she veers off.
At the end of the summer last year she DID pass but she also veered off so much she went across the pool doing the backstroke. so they let her pass seeing that she could swim.
The rules however are that if you pass at the end of the summer you have to retake the test in the beginning of the year. I don't really know why but from watching who passed at the end last year and who passed at the beginning this year I can say , they let way more kids pass at the end of the year.
so anyway, do you think it would be wrong to tell manager about DD's delay and see if they could overlook the veering off?
This is not for lane swimming. It is only to enjoy the diving board and slides . The kids land in the tank and swim to the ladder. There's no racing and they keep it to one kid at a time.
My DD can swim to the bottom of the Y pool just fine to collect the rings so I KNOW she is strong swimming. She just can't go straight.

I don't think that would be wrong. That test seems excessive anyways. Our pools only make kids swim the length of the pool and back one time, the Y doesn't even require good form only the endurance to go the whole length.

Absolutely. I used to be a lifeguard, I've done private swim lessons and my 5 and 6 year olds are team swimmers. The backstroke part of that test does not make much sense to me. The pools where my kids have been asked to test before using diving boards have just asked them to swim a certain distance.

I mean it it "made sense" I wouldn't ask but it doesn't. If they want to test her back swimming, why can she not just kick on her back.

In those sorts of cases, my motto is "it can't hurt to ask!"

It doesn't hurt to ask, but if they consider it a safety issue, then her delays don't matter.

Could you have an excellant swim instructor work with her? I say excellant, because many swim teacher are high school or college students with little training or experience, but in every city, there is an awesome teacher/coach whose life and love is teaching and coaching, has years of experience and a deep passion for what they are doing.

Tell them they need to make different tests for being allowed to lap swim and to play in the deep water. Veering while swimming with ONE stroke cannot possibly matter to playing in the water even if it'd be a nuisance in the lap lanes.

When, exactly, would she even be doing the back stroke in a crowd? That'd be a real safety hazard, especially with fast swimmers.
