Home renovation in PA

I'm looking for info on any grants, tax breaks, low-interest loans, incentive programs, refunds, etc. for home repairs/renovations in PA (or nationwide ones that would apply).

We live in a 1400 square foot home with 1 bath. It's already too small for the 6 of us, and we're having twins. My mom is giving us $2,000 and we're converting the attic to a bedroom, but I'm worried the money won't be enough, they'll be something unexpected, and there's still a lot more that needs done.

We are on the waiting list for the weatherization program, but we've been on it for three years now.

I would also like to know the pitfalls/scams/what to avoid. I googled and have already come across some shady looking websites.

First, check Habitat for Humanity. Are you eligible for new construction by any chance?

Next, call weatherization and make sure you are really on the list - they have had 10X funding increase as part of the economic stimulus plan.

The keystone Help loans are a real low-interest loan program. you could go for "whole house with certified energy audit" because you can have insulation put under the roof line as part of your attic upgrade. in theory, you will have a bigger house and a lower utility bill. pm me your area if you need an energy auditor or energy contractor suggestion.

Here is the PA incentive/program list. these are all " real" programs. the insulation/windows part of your home improvement should be eligible for fed tax credits.
