Those are both regular teas, with some caffeine (but less than in black tea). If you're being strict about avoiding caffeine, then you shouldn't have them.
What I do, though, is to reduce caffeine in my tea by the following method:
1. Put tea leaves (or bag) in pot (or cup)
2. Pour on just enough boiling water to cover them with a little room to spare.
3. Wait 30-45 seconds
4. Pour off water
5. Pour on new water at appropriate temperature (a little less than boiling for the teas you mentioned) and brew as usual.
This method removes about 80% of the caffeine in the tea, and the taste is still the same. It will also wash off dust and who-knows-what which might have settled on the tea in its processing, so that's another advantage.
