Cats: some times fine, sometimes hives

What could factor into why sometimes I have no problems holding my cats on my lap and other times I get super itchy on my inner arms?

I seem to mostly be fine when I seek the cat out and itchy when the cat wants to snuggle.

I'm much more allergic to short hair cats.

Yeah, it's gotta be the dander.

Okay, now to find out what changes the dander level in cats.

Same two cats, and whatever changes their dander amounts affects both of them at the same time.

Sometimes it's the saliva that people react to, so if it's just bathed itself, maybe you're more sensitive.

there's some kind of spray or shampoo or something that's supposed to make them less allergenic. I've seen it at pet stores.
