We homeschool here in Milton Keynes and did not have to declare anything to anybody. However, over in the next country I believe home-ed families have to register with the Local Education Authority, or have some contact with them from time to time.
Your best bet would be to check out the Education Otherwise site to get info , or see if there are any home-ed groups in your area.
If your kids have alreadt been enrolled in school you will have to inform them that you are pulling them out to homeschool.

Thanks i will have a proper read through that a bit later. i'm going to write a letter to the school head teacher before the schools break up for the summer holidays informing them of me removing my children.

We Home educate, and even though mine have never attended school, everyone I know who has have just sent a letter to the school. From What I can tell if you are inspected, it's never that bad. (Never been inspected either)

Good luck!
