By highly regulated I meant there are lots of laws and licensing requirements that restrict what is legal in regards to midwives and midwife attended homebirths. What people are trying to change is that only CNMs can practice legally in this state and attend homebirths (as long as they have a physician back up). Direct-entry or CPMs cannot legally practice in this state at all (although as you know already that doesn't stop them ).

I just moved to NC myself (eastern part) and have an absolutely wonderful CNM and am planning on a homebirth. Neither of which are illegal... but she does have a lot more that she has to follow that my doctor wouldn't have had to (such as my BMI... so silly since I don't have GD or pre-E both things that they claim a high BMI causes)
