Do you cut this throughout the season? or let it grow tall and harvest once in the fall?

i cut some to root about a month ago. it didn't root and i can't tell where the plant grew bushy from being cut...so i'm wondering....

I pick the leaves through out the season. I dry everything then powder it in my coffee mill.

I think as you harvest, you make room for new leaves.
