Making a popsicle with yogurt is something I should try! But is dairy okay for her? (I know yogurt is different because it's fermented, but it's still dairy, no?)
I wouldn't risk it if I were you. Yogurt is definitely better than milk, but if she's really sensitive, it won't matter. The only thing I might give her as far as dairy is raw goat milk kefir that has been fermented a long time (in a smoothy of course, taste takes some getting used to). Even that I would be cautious with.

It sounds like she may still have food sensitivities to things being passed through the breast milk. Boy do I feel for you. I dealt with that issue with every one of my kids. It wasn't fun. I would definitely go back off the dairy and wheat again and see what happens.

Update: We had her pediatrician visit today, and he gave told us the following:

- Give her probiotics
- Give her FOS (fructooligosaccharides) *I know nothing about FOS!*
- Nurse her as often as she'll nurse
- In a few days, try her gradually on solids again, non-binding fruits and veggies

If things don't improve, we'll have to see a specialist.

If you do put her on FOS really watch her for other digestive issues like tummy pain. Some people cannot tolerate FOS. It's a carbohydrate which is supposed to be beneficial for encouraging beneficial bacteria to grow in the gut because the bacteria feed on it. Some people are fine with it and some aren't. Just a heads up for you in case you start her on it and see new symptoms. Hopefully it will be fine for her.

And when did the constipation start? Around 8 months? That would fit with continued dairy intolerance. I'd go off both again and see if it improves. That's something easy (and free) to try before more drastic measures.

We sometimes had to resort to "crapple juice".

2 oz prune juice
2 oz water
2 oz apple juice

I know juice isn't recommended... but may not be evil in this situation.
