I would expect a teacher to make sure students know:
- procedures for beginning class and for being dismissed for breaks, lunch, and the end of the day.
- procedures for traveling from one place to another
- procedures for handing in work and for getting it back
- procedures for using the water fountain and the rest room, and sharpening pencils (how to ask, where they are, do students have to carry a pass, teacher preferences for when students should/should not go)
- procedures for asking the teacher questions, and responding to question from the teacher
- what happens when a bell rings
- procedures for emergencies like fire or lock-down
- how the teacher will get students' attention
- procedures for ordering hot lunch, for getting lunch in the cafeteria, for throwing away trash, and for eating lunch (where to sit, acceptable activities/topics of conversation while eating, cleaning up shared areas)
- what supplies students should bring to school every day
- procedures for taking tests
- procedures for letting a helpful adult know when a student has a problem and needs help
- areas that are off-limits to students
- procedures for going to the nurse
- procedures for taking attendance
- procedures for returning to class after an absence: how do you get make-up work? What do you do once you have completed it?

It's a lot. I think a buddy is a great idea.
