Very dry skin on toddler

My DS (20 mos) has developed some VERY dry skin on the back of his neck which extends to the sides. I noticed it when I was washing him in the bath a few nights ago. I thought he was really dirty from playing outside. It feels gritty and looks like teeny tiny scales. It doesn't seem to bother him. We use Dr Bronners baby soap. We spend alot of time outside so have been applying sunscreen almost everyday. We use a gentle formula with a low score on EWG. I am sure the back of his neck has been getting a lot of sun since he is usually looking down when playing outside. I have applied olive oil straight out of the bath a couple times which has not seemed to make much of a difference. What can I do to soften and put the moisture back into his skin?

My dd has very dry skin and will become ezcema if I don't put lotion on it (not oil) at least every other day. The one we use is Aubrey Organics Ultimate moitsturizer unscented. I have ezcema and it's what I use. We call it miracle cream at my house.

Sure it's not eczema? That's a hard spot. you can't really give his neck a good soak kwim? DD has very dry skin on her legs at one point and soaking in a bath and doing an oatmeal scrub helped but if it's eczema i'm not sure it will help.

I am not really sure what eczema is or looks like. Is it something that just shows up? He has never had dry skin before now. If it is eczema, can it be cured?

I researched eczema briefly. It seems as though eczema is imflammed, raised, reddish patches or dry itchy skin? His skin is not imflamed, raised, red, patchy and I do not think it has been itchy to him. It is just a big patch of very dry coveing his neck and more dry in the back. It feels gritty and looks almost like tiny little pieces of skin are peeling. I thought of trying a gentle sugar scrub or something on his but I do not want to mess with it too much. I also have thought of using breastmilk on it. I do not usually use lotions on him. I am currently looking for one that is no too expensive but natural (low score on EWG).
