I pretty much buy all of my curtains at big box stores (Target, Wal-Mart, K-Mart, etc.). I have found pretty much every kind of curtain I would need at those places. I have made a few curtains myself, but it seems like fabric costs as much as just buying the curtains premade in a lot of cases.

I have made all the curtains in my house. I don't necessarily think that they are less expensive than store-bought. That's not really why I made them. If anything, they're probably more expensive. But they are *exactly* what I want. I didn't have to "settle" on something I wasn't totally happy with. They were not made with home interior fabric.
However, I think that if you keep your eyes peeled, you can find nice fabric of all types and making your own *can* be frugal.

I should add that there is only 1 fabric store in a 100 mile radius of where I live so the selection is very limited. Most often I can find more selection already made. Fabric is very expensive where I live ($8 or more per yard typically) so it just not worth it for me especially since the fabric selection is not very nice. I am sure in other places, it would be more frugal and better selection to make your own.

Our house is a combination of made myself, Target, WalMart, and second hand.
My living room silk panels I made b/c I wanted a specific color and it ended up being less expensive than buying silk panels from *any* store. My kitchen valance I made, don't know if it was cheaper, but it's my own design in specific fabric.
Right now, the curtains in the playroom are 2nd hand that my mom made when *I* was a baby
, there's a dark sheet tacked over my master bedroom window
(I haven't figured out what I want in there yet), and the blackout drapes in the kids' room were bought at WM.
In the family room, I made curtains for the windows and sliding doors from heavy corduroy fabric I got for 70% off at the fabric store, so it was cheaper for me to make customized curtains than to buy already made from the big box store.

I have made some of ours - but it (often) isn't as cost effective as buying them. So unless I know I want something really specific I'll pick something up.
I've gotten ones I like at Target (you can pretty reguarly pick them up on clearance too), Ikea (good deals since you usually get 2 panels that match, not just one), or big lots (I'll get kmart or target ones there cheaper, sometimes others).

We just moved into our first house so are doing all the curtains now. So far, I have gotten the family room curtains at Bed Bath & Beyond and our bedroom curtains from Target. DD's bedroom curtains are actually shower curtains as it was cheaper than regular panels and cuter choices in something with a modicum of privacy (versus sheer and sparkly hot pink curtains).
We plan on splurging on our living room curtains to get exactly what we want. There are a ton of windows (about 40 feet width in total, divided on two walls). I may end up buying the panels (or fabric) on an upcoming business trip to Pakistan instead if I can find something really fabulous.

Over the years I've realized that I really only like white curtains. We used to have a factory nearby that would open their doors every fall to sell extra stuff really cheaply. I miss that place. I bought some (better quality) king sized flat white sheets for $7! and made simple curtains from those.

I made some and purchased some. I like Ikea the best for purchased curtains. The fabric for DD's new curtains came from Ikea, too.
I make curtains for the custom look. I match the fabric to other items in the room and I make the size, shape & design I want.
ETA: Our windows are not standard sizes at all.
