I just want to share some information for Illinois foster parents. If you aren't already aware, DCFS provides vouchers for initial clothing and hardware for infants. In my case, my grandson got a clothing voucher right after placement with me. My second grandson also came into care right at birth and our caseworker used a voucher to buy his crib, changing table, dresser, swing and even clothes and diapers. I don't know why we weren't given the voucher to shop for ourselves.....but we did get what we needed.
There are also area freecycle groups that might help you. These groups are nationwide and most cities have one. Group members post items that they have available, and you can also post for items you need.

There are also ReUseIt groups and Craigslist in most cities. Craigslist has items that you can purchase and also a free section. Our agency has a thrift store and there are a few in St. Louis as well, for southern Illinois foster families.
We have a great consignment store near us called Once Upon a Child and they sell great quality secondhand clothing, equipment and furniture.
We also get WIC for our grandson. Every little thing helps.
