yep sounds like a bit of prejudice there. what I use to do was a sliding fee scale and so we did deliberately charge people more who could afford more and others less. - but we used a chart at that time from the Texas midwife association that helped to evaluate income which made it simpler to apply fairly.
good to hear people are doing work arounds - she may actually be changeable if she got some negative feed back- but one homebirth midwife is not enough . the legal realities are not that different than many of our states where midwives are unlicensed other than the fact that being a foreigner may land you in jail quicker, I use to work with a midwife from Brazil and she left the country out of concerned she would be jailed - she was pretty high profile though, had a cable access show on alternative health, taught natural care classes (on a donation basis) titles like drip, drop ,itch ,ouch an office beside a women's clinic, was outspoken at midwifery meetings
