Fluid filled blister... what should I do?

When DP changed DS2 diaper this afternoon he noticed a blister, about the size of half my pinky finger nail that is filled with clear fluid on the side of his foreskin near the top but not on the tip of the foreskin.

No redness. It doesn't appear to hurt.

Any ideas on what it is? Or what I should do about it? We cloth diaper but also EC so he is already naked a lot. No other signs of issues anywhere in his diaper region so I think it's not diaper rash but I'm stumped as to what it is...

It could be a smegma pearl, but those are more solid than liquid. It might be a preputial cyst. It might be a plain old blister from chaffing (have you been on long car rides? The belt that goes between the legs can be irritating.)

You can put otc bacatracin on it to help it heal especially if it bursts.
