Gauge help please

Yarn is good earth cotton. Gauge is 15 sts and 21 rows = 4 inches on us 10s.

Pattern's gauge is 19 st and 28 rows= 4 inches on us 6s.

Total head scratcher for me. I usually knit right with the ball band, so I'm swatching on 9s. Am I moving in the right direction?

It's supposed to be a tight knit on this one, sounds like. Try size 7 needles if you don't want to take it all the way down to 6's.
