Bedtime routines - both parents the same?

I am getting a little frustrated with our current bedtime "routine" with 22 month old daughter. She co-slept with us from about 3 months old to 12 months, then we moved her to her own twin bed and I slept in there with her pretty much for 9 months until DS was born 6 weeks ago.
In order for me to get her to sleep - both naps and nightime, I need to be laying next to her, and she needs to have her arms wrapped around my neck and her fingers picking at a mole/skin tag on my neck. (that is a whole other post - I cannot get her to stop picking!)
In order for DH to get her to sleep at bedtime, he needs the entire main floor to be pitch black and he carries her up and down the hall until she falls asleep.
I don't see our two methods meeting to create an ideal bedtime where either of us could put her in her bed, read a few stories, kiss her good night and leave the room and she falls asleep on her own.
Do we need to be doing identical routines in order to get her headed in a direction towards easy bedtimes?
Luckily, baby DS is a good sleeper and he just needs to be nursed until drowsy and I can put him down on a flat surface and he'll sleep for 3 hours at a time!
Any advice? I am finding naptimes especially hard because during the day, DS wakes easier, and they just keep waking each other up as I am trying to get them both to nap at roughly the same time (again, another post!!)
