Why would a TSH level fluctuate?

I have all of the symptoms of hyperthyroidism. It's been months. My TSH and T3 were low. T4 was normal. I had these labs retested a week later and they were all within a normal range. I feel awful. If I have all of these symptoms of hyperthyroid, but my levels are normal, what the heck is wrong with me?
