what states have strict religious vax exemption guidelines for school? which states are lax on their exemptions for school?

W. Virginia and Mississippi have no religious exemption. It's really sticky in New York. I hear New Jersey can be tricky.

Those are the only states I personally have heard about problems in.

In NY you have to follow VERY strict guidelines - The practice of vaccination has to be against your religious beliefs and it seems that exemptions are rejected on a random basis. One word out of place and you're rejected.
