dutch process cocoa powder--why is it hard to find?

Lately (say, in 2010), I've had a hard time finding dutch process cocoa powder at either of the two stores I frequent most. Sad to say, I'm not sure how the processing is different but the color is much nicer than regular cocoa powder.

I know Hershey's doesn't have dairy, probably other brands are good about x-con but I haven't looked into the higher quality, more expensive brands. Surely none would have gluten, right? Need to check that too.

Anyone else experiencing this? If not--I wonder if it's just coincidence, and it's just my store's ordering policy.

I order online from http://www.chocosphere.com/ and buy valrhona cocoa powder in bulk from them.
