When a company says they're WHO code compliant, but they're advertising baby formula to the public, how do you respond?

It sounds like they are saying they are WHO Code compliant in countries that have adopted the WHO Code, not that they are 100% complaint.

They aren't saying anything really. They are saying they are not doing anything illegal, big deal.

Abbott offered this link as 'proof' to Costco that they weren't violating the WHO code by advertising formula in Costco's magazine.

Yeah, that sounds like a "yeah, we don't violate the code in countries that have enacted legislation enforcing it." Blah.
