Wanting to make valances - do I really need a sewing machine?

If you've done something like this by hand, please share or am I completely looney? We are in need of some new valances in our bedroom and we're tight on money. Plus, it would give me something extracurricular to work on.

I used this technique for the living room windows with great success. It does require a stapler, but no sewing.
