Two In Cloth
We don't have twins, but we've had two in cloth on two occasions. Our girls are 16 months apart and our boys are 17 months apart.
I actually think that twins would be easier. With a baby and a toddler, I need to sort and put away the diapers so I can find the size or type of diaper I need quickly. When we only have one in cloth, I am inclined to just leave the diapers in the laundry basked. With twins, everybody would be wearing the same size/types of diaper and their would be less need to keep things organized.
I agree about prefolds. They work really well. Pockets are good for overnight when you need to add extra absorbency, and they're good for when you're out and about, but they are not a cost effective solution for full time diapering. Not with newborns at least.
I would start out with mostly prefolds and covers (look at thirsties, bummis, and motherease covers), and get a couple of pocket diapers, and maybe a couple fitteds to experiment with. By the time your babies are about fifteen pounds you should have a good idea of what you like. The 15 to 25 size lasts a long time for most people, sometimes until potty training, so when you buy your next size of diapers you may decide to splash out on something more expensive since you'll have a better idea of what works for you then. Plenty of people stick with prefolds though.
Really, you can't go wrong with prefolds. They can be used as doublers and stuffing for pockets later. My prefolds have been in constant service for six years.
With a newborn you can expect to go through 10 to 12 diapers a day. I would probably get 48 to 60 prefolds and expect to do laundry every two and a bit days to three days. I found that with newborns I needed the most covers because runny newborn poop often got on the covers. Sometimes you can wipe them off, but I use Bummis (I like them because their elastics are coated and don't leave marks) and they can't be wiped. I would start with ten or twelve covers.
The laundry is not difficult. There is no sorting. I usually put the wash in when I go to bed because it takes so long to run, and throw it in the dryer when I get up. Prefolds dry reasonably fast.
We have used disposables when traveling long term and when moving, and I honestly don't find cloth more work once it becomes part of your routine. There's no running out to the store to buy diapers or wipes, making a trip to Costco to get a good price or paying through the nose at 7-11 in a pinch. I also find that cloth does a way better job of containing newborn poop than disposables.
