DD is 8 (3rd grade) and reads about one grade level behind her peers.

Has she had solid phonics instruction? How solid? She's reading at a 2nd grade level you believe? Are you looking for free or ?

for online, you could check out headsprout, click-n-kids, and time4learning (which has more subjects than just phonics, but still worth mentioning imho, as it's very good with teaching reading). hth.
