I used a squirt bottle to pour witch hazel over the pads, instead of dunking them. I left the adhesive on and didn't really have a problem.

I also generally had them on top of a (gigantic) pad that was actually meant to be absorbent. And I wasn't walking around a whole lot - I was pretty stationary - so there was very little chance of anything moving around.
