Rash on legs?

We mostly use fitteds and wool, although lately i've been using pfs more and more. But my guy has a rash on his legs. He's always been somewhat sensitive to a wet dipe, but lately the insides of both thighs are constantly red where they come in contact w the crotch of his dipe. I'm trying to figure out a solution that doesn't necessitate a whole new stash. The area is just constantly red lately, and after a while of being careful to keep the area protected, the red area turns to alligator skin.

He is sensitive to exposed elastic (FOE, like on the gussets of IV covers), or exposed PUL. I have a few wool wraps that i can be sure to tuck tight against the dipe, but even those chafe after a while. I just hate the idea that most of my wool stash (soakers, shorties and longies) may be unusable.

Any ideas?

It may be caused by the rubbing of the diaper against his legs. Prefolds tend to move around more that structure diapers. Maybe try a different fold? Sorry!
