Word limit for quoting an outside source?

Seems to me there is a limit to how much of an outside source I can simply cut and paste and quote directly. Know what I mean? I wanted to quote an NPR article yesterday but decided not to because well, I don't want to get in trouble and I don't want MDC to get into copyright trouble.

100 words or less, and then only if the quote does not take up a majority portion of the original source.
