Getting whole milk from WIC for adults/children over two?

I just got my most recent drafts from WIC and noticed that for our daughter who recently turned two, they automatically switched her from whole milk to low-fat or fat free.

We are trying to eat TF on a really tight budget, and I'm just wondering if anyone has had any luck getting your WIC program to issue drafts for whole milk? Thanks!

I think you'd have to have a doctor's note.

Here in Vermont, they won't give you whole milk, even with a doctor's note.
