Diaper rash help for new CD mom!

I am pretty new at cloth diapering. We cloth diaper exclusively with the Flip diapering system. The problem is, my DD keeps getting a rash when I put her in the cloth diapers so, I have to keep going back and forth between them and disposables. I really don't want to do that but, I have to use desitin or something similar to it to help the rash. I have some Cj's butter but, that did not seem to really help or protect her. I was thinking of getting another cloth diaper friendly ointment but, I was wondering what is a really good one that actually works?
Also, is there some tried and true method to help prevent diaper rash when using cloth diapers? Some people have told me corn starch? Is that true? After the first go round with the rash, I stripped the diapers and stopped using liners bc I thought that might be the problem. Now I am thinking maybe it is the detergent. So I may switch that. When I launder them though, I do a full cold cycle, no detergent then a full hot/cold rinse cycle with detergent, about 2 or 3 tblsp, and finally I do another full cold cycle, no detergent.
Any help would be greatly appreciated!!

I'm not familiar with the Flip diapering system, so not sure what type it is. I was using Fuzzi Bunz with the fleece liner and was advised that the synthetic fiber could be causing the rash. We switched to organic prefolds with hemp liner and wool cover and it helped for a while. Now the rash is back and someone told me that I may need to strip them because of detergent build up, however it sounds like with your extra rinse that may not be the problem and you've already stripped. Maybe try a diaper made from a different type of material.
