Stumped for Halloween

Commercial costumes appear to fall into 2 categories:
a one piece thing with a hood where the costume only makes sense with the hood
or
princess/tutu stuff

I was going to buy because I'm short on time. Now I'm thinking I'll make one, but I have no ideas.
DD will be 19 months. She absolutely, positively will not wear anything on her head. She likes animals, bright colors and Patterns. I've got creativity block and can't think of anything that she will wear. The obvious choice is a kitty, but are a no go. My other idea was a

Baby Gap has some really cute costume sets that double as pajamas, so they're wearable after Halloween. They come with adorable hats but you could do a little face makeup instead of a hat (whiskers, nose, etc.). The little booties make very cute year-round house slippers.

i always do costumes that are just clothes.
1st halloween ds was a train engineer, so striped overalls, bandana, engineer cap
2nd halloween ds was Kurt Cobain, nirvana tshirt, ripped jeans and a flannel
3rd halloween ds was a newsie, shorts, tall argyle socks, button down shirt and a vest

Thinking about making DD (17 months) either a girly Pirate or a Gypsy. I found a cute ruffly black tutu skirt @ Carter's for 45% off. I'll figure out what else to put with it later, but it's still a lot cheaper and more useable later to put stuff together myself. That's what I do most of the time for my own costume (yes I still dress up - we have had an annual Halloween party for our friends the last 4 years).

As of right now, DD is going to be Little Red Riding Hood. We already have a cute brown dress from last year, as well as tan and red striped stockings and a cute little brown and red bolga basket. I need to get some new brown mary janes for this season anyway. And, I think I will look into getting some leg warmers from Tea.

I found a cute very well-made red cape on etsy. I am willing to shell out some bucks on that because I think DD will get a lot of use out of it. She loves hoods.

Her blond littler pigtails should complete the look.

Last year DD was a pirate and wore striped pants we had and a t-shirt I embelished with a skull and cross bones. She wore a playsilk on her head as a bandana. Super cute!

This year (20 months) she'll be a fairy. I saw some fairy wings for $10. I'll pair it with a cute wool skirtie we already have, some babylegs, and a t-shirt. I'm making fairy wands to sell at a bizarre this year so she'll have one of those as well.

I don't like to spend a lot on Halloween and really like to use what we have or what can be used in the dress up box. Those PJ's were a great idea too if you need new PJ's.

it is a little chillly here at halloween so i buy sweatpants and sweatshirts and then put stuff on them. last year my girls were bunny rabbits with ears and tails and pink gloves. i painted whiskers on them. you can do anything if you start with sweats. if really cold i get them a size larger so they can wear them over their clothes. not sure what they wanna be this year.
