How about zip ties? They aren't reusable, but you can get them pretty cheap. Especially if you get the christmas colored ones in January. :-)

you(the kids themselves) could tie them on with thin nylon rope.

Ohhh, I like that idea! Cheap and easy.

School colors are green and white, so green would work well.

Couldn't they be distributed in the classrooms at the end of a Tuesday (or whenever)? It'd be easier to attach them in a warm environment, and it wouldn't be a hurry.

When I need to laminate things I just get the clear shelf paper stuff from WalMart or Target. It isn't expensive, but the school laminator is probably better (and may or may not be cheaper).
