How to repair embroidery coming loose?

My dd has a new shirt that has embroidery on it (thin metallic thread) that is coming loose and starting to pull out. I even washed the shirt inside out, but the thread pulled out anyway.

Should I try to sew around the embroidery to keep the thread from completely coming out, or use something like Fray Check? Or both? The thread is really fine, so I'm not sure how well sewing around it will catch all the thread. This garmet is probably going to be worn and washed a lot, so I'd like to fix it with something that really keeps it contained.

I wonder if you could put some sort of fusible interfacing or something on the back of the embroidered area to sort of "glue it" in place?
