Adoption bonuses go to the state, usually $4000 or more. I don't know how each state divides that money, but in order to get the bonus, the state has to have more adoptions in the current year than in the previous year. It's a very confusing formula, but part of the ASFA law.

I agree with you that some states do a better job than others and even within a state some counties are more compliant. I happen to live in one of the most corrupt counties in Illinois. If I didn't live here and see it with my own eyes I wouldn't believe it!

$4000 is a lot less money than paying post-adoption subsidy until a child turns 18. For a child under six in my state, that's only about 8 1/2 months. And it's not like social workers look for children to bring into care and have judges terminate parental rights just so the state can earn a $4000 bonus. What they are looking at is increasing the number of adoptions that happen once parental rights have been terminated, reducing the number of legal orphans.
